The Roadmap

Three phases, one pipeline

PEG Stations have been changing and so has New Jersey's role in the Film and TV production industry. The purpose of this roadmap is to establish JAG's role in this transformation as becoming a grass roots partner to ready members of our communities to participate in this new important industry within the State of New Jersey.

This will be accomplished by utilizing grant monies made available through NJEDA and other grant sources to ready individuals within the member communities of JAG to serve as active participants in the growing Film and TV production industry in New Jersey.

Phase 1: Operational FoundationsShort-term · Months 1–6
  1. Step 1

    Regulatory Compliance & Governance Audit

    Conduct an internal audit for legal standing and secure the NJ Tax Clearance Certificate.

  2. Step 2

    Establish the Hollywood East Task Force

    Stand up a Leadership Development Committee to oversee the transition and run station audits.

  3. Step 3

    Technical Infrastructure Audit & Higher-Ed MOUs

    Identify stations with high-end edit suites as training labs; forge MOUs with Montclair State University and county colleges.

Phase 2: Pilot and PartnershipMid-term · Months 6–12
  1. Step 1

    Design Pilot Workforce Curricula

    Build models for entry-level roles such as Set PA and Grip/Electric.

  2. Step 2

    Align with Video Production Studios

    Create a pipeline for JAG to serve as the instrument to introduce individuals within members of JAG to the burgeoning studios needing a groundswell of all disciplines of video production professionals.

  3. Step 3

    Launch Joint Municipal Grant Pilots

    Partner with member municipalities to utilize state grant programs.

Phase 3: Sustainability and ScalingForward-looking · 12+ months
  1. Step 1

    Register as an Eligible Training Provider (ETPL)

    Secure NJDOL registration to unlock state-funded tuition assistance.

  2. Step 2

    Capture 2%–4% Tax Credit Uplifts

    Serve as the “Diversity Plan” partner for studio tax-credit monetization.

  3. Step 3

    Defensive Strategic Alignment

    Integrate PEG stations into the economic engine to protect municipal assets against federal legislation.

JAG is a registered New Jersey nonprofit that does not currently solicit financing other than membership dues from municipalities, independent producers, and educational institutions. Municipal partners can participate through a local resolution or ordinance.
